Step 3: Return beef to the pot, adding barley, beef broth, water, diced tomatoes, thyme, rosemary, and bay leaves.
Step 4: Bring to a boil, then reduce heat and simmer for 1.5 to 2 hours, until beef and barley are tender.
Step 5: Stir in frozen peas if using, and cook for 5 more minutes.
Step 6: Garnish with fresh parsley before serving.
